Legislative Counsel

The Humane Society of the United States (HSUS), the nation’s most effective animal protection organization, is seeking a Legislative Counsel for the Animal Protection Litigation department. The main responsibility of this position is to draft, edit, review HSUS-sponsored state and federal legislation, initiatives and other ballot measures.

This position will be responsible for:

  • Providing advice on legislation, initiatives and other related matters to other departments and to governmental staff in state and federal legislatures and agencies when appropriate.
  • Reviewing, drafting, and providing comments on HSUS-sponsored legislation, initiatives and other ballot measures;
  • Reviewing current state and federal statuses and regulations and their impact on HSUS-sponsored legislation, initiatives and ballot measures;
  • Conducting legal research on legislative matters and providing assistance in the legal defense of local, state, and federal laws, regulations, and initiatives and other ballot measures;
  • Assisting in implementing litigation and other legal campaigns on behalf of animals;
  • Reviewing developments in constitutional and other law, commonly affecting legislation to broaden knowledge base and expertise;
  • Interfacing with pro-bono and outside counsel on limited matters.

Qualifications

  • Juris Doctor degree required;
  • Minimum of 2 or more years of experience in the legal field required;
  • Must have State and Federal legislation experience;
  • Must have excellent written, verbal, and research skills;
  • Must have strong time-management skills and be able to manage own projects;
  • Excellent analytical abilities and capable of understanding complex and detailed bill language;
  • Knowledge of legislative procedures and constitutional and other laws commonly affecting legislation.
