Patrick Kwan

New York State Director

Patrick Kwan is New York state director for The Humane Society of the United States and spearheads the organization's animal protection policy and campaigns in the Empire State. With The HSUS, he has exposed the illegal sale of ivory from endangered elephants and the grisly underground trade of pigeons rounded up in New York City for shooting contests in Pennsylvania.

Before joining The HSUS, he was a field organizer for Amnesty International USA, where he worked on human rights and corporate accountability campaigns for the Nobel Peace Prize laureate. He also managed media relations and communications efforts for corporate, nonprofit, and government organizations including The September 11th Fund, NYC & Company, and the Mayor’s Alliance for NYC’s Animals, where he created “I Love NYC Pets” month – one of the city’s biggest annual promotions for pet adoption and spaying & neutering.

For eight years, Kwan served as a youth organizer in the animal protection, human rights, and environmental movements. As founder and executive director of the Student Animal Rights Alliance, he built a national network of more than 3,000 students from 600 schools. He trained dozens of student leaders for Amnesty International USA and served as a student coordinator for 80 of the organization’s student chapters in the Northeast region. As an advisory board member with the Center for Environmental Citizenship (now the League of Conservation Voters Education Fund), he worked to empower hundreds of students with political skills to help protect the environment.
