Jennifer Fearing

Chief Economist and California Senior State Director

The Humane Society of the United States

As the California senior state director for The Humane Society of the United States, Jennifer Fearing leads The HSUS’ efforts in the nation’s largest state. She managed the successful Proposition 2 campaign, a Nov. 2008 election that enacted the Prevention of Farm Animal Cruelty Act. Since that time she has helped to spearhead the passage of more than 20 new animal protection resolutions and laws, helped to form the bi-partisan legislative animal protection caucus, and facilitated new relationships and programs in support of wildlife protection and anti-poaching efforts.

Before joining The HSUS, Fearing was president and CEO of United Animal Nations, where she helped lead programs focused on bringing animals out of crisis and into care. She co-founded the Sacramento Area Animal Coalition—whose efforts include lobbying for animal shelter improvements, coordinating the world’s largest one-day Spay Day USA event, and funding spay/neuter vouchers for low-income clients and feral cat caregivers.

For nearly eight years, Fearing worked as an economist with a national economic research and consulting firm based in Los Angeles. During that time, she performed complex economic analyses and competitive reviews of more than two dozen industries—supervising staff and managing multi-million dollar litigation projects involving thousands of documents.

Fearing received a master's degree in public policy from Harvard University’s Kennedy School of Government and a bachelor's degree in economics and political science from the University of California at Davis.
