Congress Grows Impatient with USDA's Pace on Downer Policy |

Congressional calls for USDA action increased in urgency when The HSUS released the results of a third investigation into the abuse of sick or injured cows.
The latest investigation showed mistreatment of "downer" cows continuing, this time at a cattle auction in New Mexico—the fifth state where The HSUS documented facilities where workers shocked and otherwise abused these animals.
