The California Rehabilitation Center, a state prison facility in Norco, The HSUS and Best Friends Animal Society urge the California Rehabilitation Center in Norco to stop withholding food and water from 80 to 100 cats and kittens and prohibiting all staff from providing care for the cats, who are now ill and starving.

With more than 5,000 votes, Titus, a rescued dog from Islip, N.Y. who loves to give kisses, took the Mister World Spay Day 2013 Popular Pet prize.
