Lawsuit challenging the refusal by the U.S. Postal Service to implement the newly upgraded federal animal fighting statute by permitting the mailing of (and conferring discount mailing privileges upon) two publications that advertise fighting animals, knives, and other implements used in illegal dogfights and cockfights.
